[Config Support]: Frigate MQTT Blueprint Person Notifications with No Recording

Describe the problem you are having

Repeated notifications via blueprint with no recording. Mosquitto log shows person is being detected. It was previously recommended here that the blueprint and MQTT be used to reduce phantom notifications, but this method does not seem to work with this config.
