Is it time to update to SDL 2.0.10? #108

It seems that our SDL version is a couple years old. I'm wondering if updating would help deal with some of the issues people are still seeing on Mojave when resizing windows, for instance. I couldn't find release notes for the latest SDL, so it's hard to tell.

sdl 2.0.10 will be a lot more interesting, the dev branch feature some fixes for mac troubles with opengl and a complete support for metal/vulkan. For the moment, mark's fixes for vsync problems on mojave are creating vsync problems on older macOS Versions. (oldest sdl commit about it: https://hg.libsdl.org/SDL/rev/0ff5bbe35bf5).
Building sdl2 as a static lib is cumbersome though, and this could require a big amount of work as latest sdl2 is actually pretty different from mx2's sdl 2.0.5(moreover hacked by mark).
