Set transaction amount

Currently, there's no simple way to adjust how much a transaction costs when issuing a Blockcert. Ideally, there would be a way to define this.

Maybe there needs to be better instructions on how to do it, but tx_fee and satoshi_per_byte is configurable and can adjust the amount a transaction costs.
