The status of this project has been discussed in WordPress Slack in February 2018. Key takeaways as I understood it:

• The mirror is not actively maintained.
• Bluehost originally sponsored the development and hosted the site.
• @MikeHansenMe is probably the one who could give access to this project to anyone interested.

The plugin mirror was an awesome idea and would still be useful if updated regularly.

You should have registered a wordpress account on their official website. Then you can have an option to get the invitation link on your profile page.
