(A) Problem:

Load UI3 "Live View" tab.
Set streaming quality to "2160p"
Select any camera to maximize it.
The animated "loading" icon flashes, but the area where the single camera is remains black.
Unselect that camera and go back to the main Live view tab. All cameras show as normal.

(B) Works:

Load UI3 "Live View" tab.
Set streaming quality to "1080p"
Select any camera to maximize it.
The animated "loading" icon flashes, and single camera view loads as expected
Unselect that camera and go back to the main Live view tab. All cameras show as normal.

(C) Also works:

Load UI3 "Live View" tab.
Set streaming quality to "1080p"
Select any camera to maximize it.
The animated "loading" icon flashes, and single camera view loads as expected
Set streaming quality to "2160p"
Single camera reloads and displays in 2160p, as expected.
