Dockerfile: Chocolatey version 1.4.0 for .net 3.5 #7

By default the latest chocolatey version is installed, this requires .net version 4.8, but Automation Studio 4.12 needs the .net version 3.5.
As a fix i added "ENV chocolateyVersion=1.4.0" to the Dockerfile.
