Compilation and installation guide

These instructions should work on modern GNU/Linux distributions.

From your operating system package manager, install the program Docker.
Docker is used so that the build scripts can effectively be distribution
agnostic.

Run the following commands in this directory to configure and install
bscc and its dependencies:
  $ su
  # ./bootstrap
  # make && make install
