receive wallet provider in transactions #1002

currently everything is defaulting to uphold. this needs to be able to include any provider with whom we settle
relevant files will include:

eyeshade/controllers/publishers.js
eyeshade/workers/settlements.js
eyeshade/lib/transaction.js
