This would allow a player to remain in tournament if they have to miss a few rounds. The feature could also be considered for regular poker

Added preliminary code for sitting out in poker games. (issue #151)

- Added 'sitout', 'sitin', 'fsitout', and 'fsitin' commands
- Added new setting 'sitouts' which stores the max number of consecutive
  sitouts before a player is removed
- Handling of degenerate cases (ie. all players sit out) is still
  incomplete
