Option for non-localhost DB instance

Add attributes and logic to allow users to point farnsworth at a different DB other than one living on localhost.

You can add a local_settings.py file in the same directory as the other settings file to just override specific attributes like that while keeping the other default settings (Including updates to which apps are installed, like the upcoming elections addition). Here's an example from the docker scripts, where we have separate instances for the database and search:
