RTL access issue

[Globalebill]

today the following error started on BTCPay
saubyk/c-lightning-rest:0.10.6 "/sbin/tini -g -- ./…" 7 months ago Restarting (1) 20 seconds ago generated_clightning_bitcoin_rest_1

all other services are running

now RTL server is offline with the following errors in the logs

any ideas what might be causing it ?
