Specify that we don't have access to people's data in new Privacy Policy #3

The old privacy policy stated:

All financial/budgeting data is in your budget file on your computer. You have control of it and we don't have access to it.

The new one (PR #2) doesn't have equivalent language. Add it back (because it's still true).
