How to route the request to group?

I want to integrate the group as a special owner, I did not found the solution to integrate it with the existing interfaces.

I think it the Group should be the same common target as People:

• Any request can be send to a Group.
• We need to transform the exist implment to route the request to a Group, not provide a new one.

The rule to route the requests:

• Select the nearest member/admin(Distinguished by permission), and send to it.
  target = Min(members.map(|m| ObjectIdDistance(m, local)))
• Retry if the nearest one failed.

Maybe we should redirect the request to the nearest Member from the Request:

target = Min(members.map(|m| ObjectIdDistance(m, req.object_id)))

It will be more balanced in little group.

So, it should cover the whole scene, It is a systematic and fragmented transformation.
It may be difficult for me to sort out all the transformation points. I need some infomation to known where and how can I complete it.
