Feature Request - Blacklisting Abusers and Plagiarziers

Expected Feature:

The system "busy.pay" needs a blacklist, where users can be put on if they often and frequently abuse the Steemit platform and/or upload plagiarism and the like to prevent them from being voted by the Busy-Bots to reduce their unrightful earnings.

This should be done by manual reporting and manual review.
There isn't much to say, this is pretty self-explanatory.

Why?

If you don't blacklist them, or remove the upvotes, it can shed a very bad light on the Busy-Project that seems to promote abuse and plagiarism but also will result in wasted voting-power as the Steemcleaners and SteemFlagRewards-Team will strip those 30-Cent away anyway.

Kindly hope that this "issue" can be resolved.
