Add local pre-commit installation instructions to the dev guide

You can run pre-commit locally every time you commit so you can catch linting and formatting errors before they get flagged by github actions. This card is about adding instructions for local pre-commit to the dev guide in the repo. Bryan wrote some instructions here that can be copy/pasted and then adapted.
