It downloads a tgz that is 37b only.
It could be something on my side. Tried with wget, same result.

Otherwise you can get it from here (GitHub),

Copy notes and libsciter-gtk.so from /bin.lnx/x64 folder somewhere on your machine. CHMOD them to make runnable.
