When typing FORE, we end up with AlphaForeground followed by BatteryForeground, etc, which all happen before Foreground alphabetically, but it's not very practical.

So we should first list anything that actually begins with FORE, followed by the things that only contains FORE.

catalog: Display commands that begin with selection first

When selecting `FORE` in the catalog, show `Foreground` first, before
all other commands that contain `Foreground` (there are many settings
with that name).

Fixes: #1106
