Improve data validation tests on the DataHub repository. The current data validation process might exceed the one-hour circle ci limit easily (e.g. https://app.circleci.com/pipelines/github/cBioPortal/datahub/4379/workflows/6569d7ea-fc77-4b2c-9e89-7337ac6158d3/jobs/11131). Converting validation test from circle ci to git action (6 hours limit) might be able to fix the issue: https://docs.github.com/en/actions/learn-github-actions/usage-limits-billing-and-administration#usage-limits

@alisman Please see if we can upgrade circle ci running limit
