request: add test button for nodes

[nahuhh]

problem: when viewing "manage nodes", cake immediately checks every node to see if it is online

solution:

1. Add a "test all nodes" button on the node list
2. Add a "test" button on the individual node's page
3. Don't automatically check nodes
