Support for parsing OGC API endpoint without collections #87

Hi,
when parsing this https://api.pdok.nl/lv/bag/ogc/v1 endpoint (which doesn't have collections) gives error "The endpoint appears non-conforming".

it just has ogc-tiles, but fails due to lack of /collections.

Is the error valid in this case?
