Write Harvester for FDA Pediatric Approvals

The FDA maintains a list of therapeutic agents that have been approved for use in pediatric patients with cancer. This dataset is a TSV with 91 entries that seems to be updated whenever a new pediatric approval comes through. Not every row has associated gene or variant level evidence, but there is likely something useful for applications like VarCat at NCH.

We should write a data harvester to ingest the relevant data.
