If you don't specify a table of contents, each post needs a title to render correctly in Charmhub #95

We recently published an update to the Indico charm that includes some new documentation pages, but because some of them were missing titles, the links didn't render as expected.

I'm not sure of the best way to handle this - possible we should just consider this a failure, as I think it's unlikely this could ever be intended behaviour.

With the contents index the title will be required. I agree, if there is no title it should be a failure - it was trying to be helpful at the moment and make up a title based on the first line of content
