Enhancement Proposal

Update all the outdated libs.

Keep in mind that charms.tempo_k8s.v1.charm_tracing was deprecated in favour of charms.tempo_coordinator_k8s.v0.charm_tracing and we need to modify src/charm.py imports and code.
