bump to traefik v3 #311

Enhancement Proposal

Traefik v3 is out

and it supports otlp tracing natively, which means we can integrate with tempo.

We should keep an eye on https://traefik.io/blog/announcing-traefik-proxy-v3-rc/
but we can also give https://github.com/traefik/traefik/releases/tag/v3.0.0-rc1 a try so we're ready when it goes GA.

What this also means is that at the moment workload tracing is broken.
