WIP v2 specs

Spec new Footer layout in g100 theme only across IBM.com globally. New layout with spacing and style updates, including reworked adjunct links. Based on Figma exploration

v2 specs:

• Default
• Short
• Micro

Notes:

• Include with and without adjunct links (including rule)
• Spacing, v11 tokens, and locale selector updates
• IBM logo for Micro
• Include character count
• Locale selector on Micro / Border

The Micro size variant of the Footer should follow the logo sizing set by the masthead to fit the logo in a 48px height container.

• If the logo is too small, it renders poorly.
• This is a case where the clear space rules on the 8-bar cannot be followed (see above).
• We'll use the masthead sizing for the logo here as well: 23px height and 58px width.

Ahhhh, yes yes, here’s is where we’d make an absolute exception. We can’t always follow the clearspace rule so feel free to take liberty. I think the masthead is a good consideration. Maybe it should just be the same.
