[Feature Request]: Add medium size for loading spinner

The problem

We need a medium size spinner for on page scenarios. There is currently a large spin for the whole page and an inline spinner to pair with components but no middle ground.

This request came from @mjabbink and Gentry working on a log in flow.

The solution

Design
Design needs to determine what size this should be, could 48 or 56, 64? Or maybe there is more than one additional size. We will need a design pass at this before dev will pick it up.

Slack convo about possible dev impact.
"probably want to update the component to use a size prop to be consistent, and not just the boolean small prop we have now."
