[Feature Request]: Revise @carbon/react README to include note about TypeScript usage

The problem

Though not entirely typed yet, @carbon/react can still be used successfully in strictly typed TypeScript projects, but this does require an uncommon revision to the typical tsconfig.json.

The solution

Include a small note in the @carbon/react README about the skipLibCheck = true. compiler option.
