Currently, if there is not enough space to display the nav items in a global header, those items move into a hamburger menu in small screen size. However, there is no guidance for when the global nav icons also don't fit in a small screen size, and their functionality needs to move to a hamburger menu.
The solution
We reviewed this in a Carbon Design office hours in April with a proposed solution.

The problem
