Carbon coverage: Remove notification and update intro

The warning notification makes users feel that something has gone wrong in running the plugin. We should update this

• Remove the notification concerning the "Check for v11 libraries).
• Update he intro paragraph to read the following:

Check this Figma page or selection for components, color, and type tokens from the (v11) Carbon Design System library.

• The (v11) Carbon Design System string should appear as a link and navigate the user to the corresponding Figma library: https://www.figma.com/design/YAnB1jKx0yCUL29j6uSLpg/(v11)-Carbon-Design-System?m=auto&node-id=136-10048&t=qh68m633uolhuL0L-1
