Depending on the command used by when creating the package, the folder structure will be different. Two examples found are the following:
When creating a package without any sort of preset: And inside Linux (or Windows):
On the other hand, when running it with a preset Linux-Development and ROS enabled, everything is a the same folder level:

Without ROS enabled and a preset the result is the same than the second image, so enabling ROS or not should not make a difference in that structure.
