glossary rendering without css

When I click on the "glossary" link on the website, the link looks weird, like its an anchor rather than a page

and its rendering without css.

I've triggered the full website rebuild without that helping.

add a learners/reference.md file. I'm not sure why it's presenting the 404 page without the CSS, that's a weird one. https://github.com/carpentries/sandpaper-docs/blob/main/learners/reference.md
