Boilerplate for employers/institutions about letting people use work time?

A great question came up in training workshop today: Does the Carpentries have any boilerplate written to convince employers (esp. at univiersities, etc) that it's worthwhile to let folks (e.g. support or research staff) use paid work time to attend a technical workshop?
