Create a cli command that takes a data source name and creates the required modules and code for adding a new data source. The command should create

usage_metrics/jobs/{datasource}.py
usage_metrics/ops/{datasource}.py
An empty graph in jobs.{datasource}.py
Jobs for each database_manager
Scaffold a data dictionary doc
