Measure success of FERC data extraction

The ferc-xbrl-extractor can extract data from the 2022 FERC filings, and the lost fact percentage is similar between 2021 and 2022.

We should figure out what it means for the 2022 data extraction to have "worked," so we can fix the code until they do work.

1. metrics for ferc-to-sqlite output tables: total rows, # non-null values, % lost facts, all tables exist
2. metrics for in-PUDL FERC data - are the existing validation checks good enough or are there more we should do?
3. success thresholds for above metrics
