Review, update, and distribute historical service territory analysis

With PR #3086 closing #1174 we can finally generate utility and balancing area service territories again! Let's get them out into the world.

• GeoParquet v1.0.0 was recently released.
• It's supported by geopandas v0.14.1 so this is now a reasonable way to distribute geospatial data.

1. Excise dataviz code from pudl.analysis.service_territory.py and turn it into a pudl-examples notebook.
2. Use that notebook to explore the new generated service territories, finding and fixing new problems.
3. Decide whether we want to publish the --limit-by-state or --no-limit-by-state versions.
4. Decide whether we want to publish the --dissolve or --no-dissolve versions.
5. Decide what non-geometry columns should be part of the GeoParquet files and add/remove them.
6. Document how these tables can be joined to respondent_id_ferc714 data.
7. Integrate generation of the GeoParquet outputs into the nightly builds.
8. Once we've got GeoParquet in the nightly build outputs, bring the pudl-examples notebook into The PUDL Dataset on Kaggle.
9. Once on Kaggle, use GeoDataframe.explore() to make interactive maps of service territories and power plants.
