The Matomo plugin tracks front-page and guest users as well which is not compliant with European GDPR.

We need a plugin setting which allows Admins to disable user tracking for not logged-in users.

This feature can be easily realized with little effort by implementing the method should_track() in tool.php.

Thanks for reporting this. Yes, this new setting makes sense. Feel free to submit a patch. It could be a new global setting which will work for all tools as well as a setting per tool where you can override the global value.
