Should we provide a Login-System for Different Users?

If yes, do we need some kind of Permission-Management to restrict Actions for certain Users? Are all Users capable of everything?

yes, but site-local only, no internet.
permission are not necessary atm

Since this software might be used by others as well, we should think about implementing a permission system or at least plan for the option to do so.
