Support URL exclusion's when scanning applications

When performing active scans that generate requests users may want to exclude certain URL's from being crawled/scanned.

e.g. Logout pages, comment section of production systems.

Option 1: Provide %2C seperate URL's as a query parameter when invoking the scan api endpoint
Option 2: Create a database model that will be used to manage exclusions for each domain being scanned
