Request from @martinvol on Slack:

I think we should really focus on reduce the time the migrations take, it’s already in 24 minutes, essentially because we’re generating everything twice. Having long builds really end up hurting us a lot.

Can’t we just copy the file l1.json -> l2.json, and then apply the follow-up migrations there?
