I have the same issue. Even with RTX hdr off, if I have HDR enabled on windows it provides an extremely washed out image when the game starts if vulkan is used, Opengl seems to be fine. |
could this have to do with auto-hdr? is auto hdr turned on or off for you guys?

Auto HDR is fully turned off at my end. Not sure if maybe autohdr changed something in the registry though? I HAVE used auto hdr with Cemu in the past. |
I have Auto HDR turned off too on the Windows 11 settings. With Vulkan I can see that for the first 2 seconds the image is ok and then becomes washed out. |
I can confirm the same bug with Vulkan: Nvidia HDR RTX content is displayed extremely bright on Cemu, like some gamma or brightness setting is turned to maximum. Nvidia HDR RTX works correctly on OpenGL only. In both Vulkan and OpenGL Cemu is correctly detected running in HDR mode. It can be verified easily playing with Windows's own "SDR content brightness" slider which then (correctly) has no effect on Cemu. |

Also OpenGL does not work with Nvidia RTX HDR filters if you actually open the game filter tab in Nvidia overlay you get ⋅ OpenGL API is not supported. switch to a different API to use this filter |

Ran into this issue today with BOTW but MUCH WORSE (it corrupted my driver installation and broke system-wide HDR). I wanted to test it out on my LG B2 OLED which supports HDR. Windows HDR On Experienced the same issue as others but only in the game, so I tried multiple combinations of the above settings turned on/off and it broke something. My entire display looked heavily washed out even when the game was not running. I tried multiple restarts, reset nvidia settings, removed HDR colour calibration etc, but the only thing that initially fixed it is turning off HDR. When I turned HDR back on, my display would go back to being extremely washed out, almost black and white. LG ALLM didn't turn on either for some reason and none of the LG Game Optimizer settings changed the color profile of the display. Performed a DDU and clean install of the latest Nvidia drivers and it seemed to have fixed the issue. |
Current Behavior
The Nvidia HDR RTX doesn't work properly with Wind Waker.
During 2 second it's correct.
After that, the colors are washed out.
Only for this game.
I don't know, Nvidia seems to find 2 HDR signals or something else
Expected Behavior
The other games as Zelda Twilight Princess, or Nintendoland display correctly Nvidia HDR. It's the normal behavior.
