Fix localAddresses file not found

During bootstrapping make install-deps silently errors out with the error: /bin/sh: 1: cannot open ./localAddresses: No such file

This will most likely get fixed by the current changes done to identities where we change most of the local setup.

Let's keep this here so that we don't forget about it.
