[targetcli] Program Not Listed in Prerequisites #311

The targetcli program should be installed on target nodes, but it is not listed in the prerequisites for running CBT.

It might be the case that the container I've created to deploy Ceph/cbt with (Centos 9 in my case) already include the packaged for targetcli, so I have not been able to recreate this issue.
The other aspect of allowing cbt to ensure all its dependencies are installed on the client nodes (which I think its a good sanity test) is that might need to work in concert with eg teuthology, since it already installs and deploy cbt and its dependencies when running tests.
Will think about this and see what can be done.

I've seen this issue when running CBT natively on a redhat 9.4 system.
