When a config file changes, it doesn't seem to restart the daemon properly, at least on Ubuntu 14.04

Confirmed, updating template[/etc/ceph/ceph.conf] is supposed to restart the 'radosgw' service, but actually the name of service to restart (on Ubuntu 14.04) should be 'radosgw-all'.
