Splunk forwarder re-run fails on windows?

When re-running chef-client on a node that already is provisioned sometimes things look to fail.
Fail: Chef 12.2.0 (Windows 7, Windows 8.1)
Succeed: Chef 11.18.12 12.4.1 (Windows 10)

Also the manifest file in the c:\Program Files\splunkforwarder is manifest.txt instead of having the version number in it. This means that reinstall is always attempted due to https://github.com/cerner/cerner_splunk/blob/1.10.3/recipes/_install.rb#L39
