[spike] Update to focus-trap-react v8

Description

We're out of date on focus-trap-react and have run into a couple of bugs that would be fixed by updating.
This spike should determine if and how this upgrade can be performed passively.

The affected packages are:

• terra-application-navigation
• terra-date-picker
• terra-notification-dialog
• terra-overlay
• terra-popup

Additional Context / Screenshots

The changes made in #1381 can likely be reverted by upgrading to the latest focus trap version.
