This would however require that the ticketing system supports a) ticket creation by API call and b) allows the upload of file attachments (whereas at the moment I think we expect editors to send us a public link to their files). Well, in the case we run the UI on the same server as http://ceur-ws.org we could enable upload right to a temp directory there, but we'd have to take care that it is secure and that there are certain resource usage limitations to avoid DoS attacks via the UI.

Where should the submit button be added?

https://submissions.ceur-ws.org/open.php - the form should be replicated as a webform which allows the uploading of the results of e.g. an improved CEUR-MAKE-GUI. Make sure there is a single user-interface and now awkward upload/download steps in between.
