[Issue; Interface] Notes are not ordered by in-video time during saving, so is note summary window #2

To reproduce:

Open a video, play for a while;
Create and save a note;
Go to a previous time then create and save a note;
Use F3 to open note summary window, the notes will appear in creation order, not in video time order.
Inspect saved YAML file, same issues exist.

Expect things save and display in video time order.
