Bug Description

Slurm process tracking is currently not configured to kill child processes of a job. Set SignalChildrenProcesses=yes in cgroup.conf to enable this functionality.

Surprising that Slurm doesn't have this enabled by default. This will be helpful for when we eventually enable Open OnDemand in Charmed HPC since VSCode Server is notorious for leaving behind child processes that bog down cluster performance.

Now that we have the apt charm library working on Noble again, we can pick back up on this enhancement.
