Delivery local mode no longer pulls remote files.

Describe the problem

delivery local mode used to accept a remote toml file. It no longer does. As a result all of our CI pipelines were blocked. This stopped 160+ cookbooks from being tested.

Software Version

Latest at time of writing. We're using GitHub Actions which pulls down the latest Chef. It's been broken since 17.0.

Diff here is from the old remote file to a local file in repo

Possible Solution

Change every repository to use a local delivery file.
