CoC more concrete steps for in person

Physical Spaces CoC seems a bit nebulous in terms of what steps responders should take, etc. Would recommend taking a look at https://github.com/code4lib/code-of-conduct/blob/master/code_of_conduct.md. An incident was enforced in the past year at code4lib using the steps outlined in their CoC. This CoC is also based on the Geek Feminism/Ada Initiative resource.
